AB 839 (2019) – AB 839 would require the Secretary of the Natural Resources Agency to plan and develop a strategic resiliency framework and coordinate with the Insurance Commissioner on developing policies for industry to provide reduced premiums for projects and development that improve resiliency. This legislation would also create the Adaptation through Resiliency, Economic Vitality, and Equity Account in the State Treasury to provide grants and financing for climate adaptation projects.

We appreciate that AB 839 takes important steps to improve project and development resiliency. Concrete is an economic way to build resilient communities and infrastructure. This type of durable construction can result in less severe damage from major storms.
